Free Choice

In the previous book I just finished,  Catching Fire, by Suzanne Collins, the sudden experience that had happened to Katniss Everdeen which twisted the entire book, so that a direct path seems to lead to the solution. BUT in every novel there are always road blocks that stop that direct path. What might Katniss Everdeen encounter in the next book that will stop her on her path to her solution? I hope in the next book that Katniss accepts the challenges she encounters and solves the problem of the cruelty of the Hunger Games. I hope Katniss discovers her call to action which is stopping the controlling district from murdering people in the Hunger Games for no reason.
